In the Mediterranean region, human rights and democracy often compete with other pressing foreign policy challenges of the day, from migration to counter-terrorism and climate change to great power competition with China and Russia. On the northern side lie allies with whom the U.S. works closely on democracy and human rights promotion throughout the world. On the southern side lie countries where the goal of promoting democracy and human rights at times comes into conflict with key national security objectives such as deterring Russia, fighting terrorism, ensuring access to energy resources, and containing migration–not to mention economic and commercial interests. Students will hear about democracy and human rights promotion from practitioners in both governmental and non-governmental organizations. Students will learn about diplomatic tools such as multilateral cooperation, public diplomacy, and support for civil society. At the same time, students will also learn that diplomacy often entails balancing multiple, sometimes competing priorities.
